 (1) The History of Shimen-Mihama Sister-city Tie
On July 12th, 1987, a delegation team including Legislator Xie Meihui, Atomic Energy Council Director Cai Zhaoming, Shimen Township Mayor Liu Guolie, Shimen Township Council Chairman Lian Ruiming, and other representatives visited Japan to see the nuclear power plants, studying if they can have any negative effect on local ecology and human health. On the day of visiting Mihama Nuclear Power Plant, the delegation team lodged at Mihama Hirose Hotel and had dinner with the Mihama Chō (Town) Mayor, Mr. Watada Mitsuo. At the dinner, Legislator Xie learned from Mayor Watada that Mihama Nuclear Power Plant is the first Nuclear Power Plant in Japan. Since Shimen Nuclear Power Plant is also the first Nuclear Power Plant in Taiwan, Xie proposed Mayor Watada and Mayor Liu to form a sister-city tie, which can help both sides to have a better understanding of safety matters at nuclear power plants. In September of the same year, appointed by Mayor Watada as the town representative, Councilor Takeda visited Shimen Township to see the production of Oolong tea in Caoli. In his field trip report, Councilor Takeda recounted the friendly reception by Taiwanese people and decided to form the sister-city tie with Shimen Township.
 
(2)Forming of the Sister-city Tie and Mutual Activities
  1. The signing ceremony for the sister-city tie was organized on August 10th, 1988 at Mihama Town Central Public Hall (Chung Shan Hall). The memorandum signed by both sides to establish a sister-city tie has three major agreements. One agreement says that both Shimen and Mihama Town shall achieve further reciprocity in education, culture, and sports through broader and further cooperation.
  2. In 1989, Mihama Town officials compiled the first annual budget for overseas interchange activities.
  3. In August 1990, Mihama Town officials organized a one-week cultural and educational exchange program in Taiwan during summer vacation. A total of 21 participants including 8 male students, 8 female students, 3 school faculty members, and 2 town officers came to Taiwan. In February 1991, Shimen Town officials organized another exchange program during winter vacation, sending a total of 22 persons-16 students, 3 school faculty members, and 3 Town officers-to Japan.
  4. From 1990 until January 2011, town officials of both sides have organized eleven exchange programs for junior high school students. Private groups from both towns also organized similar interchange activities from time to time.
  5. The cultural exchange and homestay program, organized by Shimen Township Office and facilitated by Shimen Elementary School, has become the biannual event for both towns during every summer and winter vacation.
